Credit card requirements in Belgium: who actually qualifies

Minimum income, permanent contract, age, residency, credit register: Belgian law imposes only part of the list, the issuer adds the rest. Sorted item by item.

In Belgium the law asks for very little before you can hold a credit card: legal adulthood, a repayment capacity the issuer is obliged to verify, and no recorded payment default sitting at the National Bank. The rest comes out of a contract.

That is where the confusion starts. The requirement lists you read everywhere stack two levels that carry neither the same force nor the same author: a Code on one side, an application form on the other. The first protects you. The second filters.

What does Belgian law actually require?

Very little, and it weighs on the issuer more than on you.

Before granting credit the lender must gather the information that lets it assess your ability to repay, which entitles it to ask about your income, your outgoings, your existing credits, your family situation, the number of dependent children and whether you own or rent the home you live in. That list appears on the lender rights and obligations page of the FPS Economy (Federal Public Service Economy, the federal consumer-protection administration), last updated 15 January 2019 and checked on 28 August 2026. It must then query the Central Individual Credit Register held by the National Bank of Belgium. And where it concludes that you will not be able to repay, granting the credit is forbidden. Refusing becomes its legal duty.

The mirror image exists too: some questions are closed to it. A Belgian lender may not ask you about any of the following.

  • Your race or ethnic origin.
  • Your sex life.
  • Your political opinions or activities.
  • Your philosophical or religious convictions.
  • Your membership of a trade union or a health insurance fund.

Two formal duties come on top, both owed to you and almost never claimed: delivery of the SECCI, the standard European consumer credit information form, and a duty to advise which obliges the lender to state which type of credit and which amount suit your situation. Is there a minimum income?

No Belgian text sets one. Every threshold you will meet comes from the issuer, and they sit lower than people assume.

On 28 August 2026 I opened the two American Express Belgium product pages side by side. The Blue Card costs 35 euros a year and asks for 20,000 euros of gross annual income. The Gold Card costs 20 euros a month, so 240 euros a year, and asks for exactly the same thing: 20,000 euros gross. Nearly seven times the fee, the same income floor.

I will put it bluntly, because most Belgian comparison sites say the opposite: at this issuer, income does not sort the ranges. It screens out files with no declared income, and that is all it does. If you are giving up on a premium card because you believe you sit under the bar, you are looking at the wrong barrier; the one that matters is the annual fee, not the salary.

One caveat qualifies what I have just written, and it bothers me. The page adds at the bottom that these eligibility criteria are « subject to fluctuation » and « provided for information purposes only ». A published threshold that contradicts itself lets me guarantee nothing about a file at 20,100 euros. The permanent contract appears in no Belgian text

Book VII of the Belgian Economic Law Code never mentions the type of employment contract. It talks about repayment capacity, which is not the same thing.

Fixed-term and agency work

The file goes through less easily, and it goes through. An issuer looks at the regularity of money coming into the account, the age of the relationship and the absence of incidents. A deliberately low starting limit is the usual trade-off; it is raised later, and our guide to the credit limit explains on what mechanics.

Recently self-employed

Belgian banks generally ask for two to three closed accounting years, which rules out the first year of activity. Issuers that do not hold your current account settle for a tax assessment notice. The subject has its own page: cards for the self-employed and freelancers.

The guarantor

Personal surety exists in Belgian law, but it has all but vanished from ordinary consumer credit. None of the card issuers I follow offers it as a standard route in. The solvency assessment the law imposes bears on the applicant, and a third party's signature does not repair a file that fails it. Do not make it your fallback plan.

From what age is a credit card possible?

Eighteen, the age of legal majority. American Express simply writes « be of legal age ».

Below that, no credit card at all, only debit or prepaid on a youth account. Above it, adulthood opens the door without walking through it for you: the solvency assessment applies to a student like to anyone else. Both cases are covered in our guides for students and for young professionals.

Do you need to be a Belgian resident and a customer of the bank?

Resident, nearly always. Customer, not necessarily.

Legal and tax domicile

American Express requires both in Belgium, and the wording matters: an expat living here but still attached elsewhere for tax purposes does not tick the box. Belgian banks apply the same logic through the national register. Our guide for expats sets out the arrangements that work.

The bank account

Here the intuitive rule breaks. The Blue Card page accepts a euro account opened in nineteen countries: Belgium, plus Germany, Austria, Cyprus, Spain, Estonia, Finland, France, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Portugal, Slovakia and Slovenia. Denmark, Sweden and Poland are absent; Slovenia is in. A direct debit on that account remains compulsory.

National register and itsme

The Amex application runs through itsme, the Belgian mobile identity app, or through an electronic identity card reader, which settles identification before you fill in a single field. Without national register enrolment and an eID, the online route closes and a paper file becomes necessary.

Does a credit register entry close the door?

It depends on an amount, and the amount is written in black and white.

Where unpaid payment defaults exceed 1,000 euros in total under a consumer credit, a lender may not conclude a new consumer credit contract. Below that threshold it may, provided it files additional written reasons in the credit file. The FPS Economy sets out both rules on the same page.

Retention periods come from the National Bank side. According to Wikifin, the FSMA financial education website updated on 16 February 2026, a credit without incident disappears at the latest three months and eight days after the contract ends, while a payment default is kept for up to ten years from the first missed payment, and for a further year after settlement. The Central Individual Credit Register opens your own file to you free of charge, online with your eID, by letter, by email or at the counter on boulevard de Berlaimont. What to do after a refusal

Three rights open up, and all three are free.

The lender may claim no indemnity from you, with the single exception of the cost of querying the credit register. It must tell you free of charge which databases it consulted and give you the names and addresses of the parties responsible for them. And if you have already signed, the fourteen-day withdrawal period stays open: American Express restates it on both product pages, with no obligation to give a reason. If the refusal looks unfounded, or if a register entry is wrong, send a written complaint to the lender first, then file with the FPS Economy through ConsumerConnect under the theme « crédit ». Where the refusal reflects repayments that have become impossible, the route is not another credit application: an accredited debt mediation service or the CPAS, your municipal public welfare centre, handle those situations free of charge, and that is where to go.

One last point on timing, because it catches people out: at American Express the card is sent within twelve working days of the file being approved. Up to ten years from the date of the first missed payment, according to Wikifin, the financial education website of the FSMA (the Belgian financial markets authority), updated on 16 February 2026. Once the arrears are settled, the record survives another year from the settlement date. Credits that ran without incident are erased at the latest three months and eight days after the contract ends.

Nothing forbids it. No provision of Book VII of the Belgian Economic Law Code mentions the type of employment contract: the issuer must assess a repayment capacity, not a status. A short contract is offset by banking seniority, a clean account history and a deliberately low starting limit. The barrier comes from the issuer, and it can be negotiated.

Yes, and American Express Belgium is the clearest example. Its Blue Card application page, checked on 28 August 2026, accepts a euro bank account opened in Belgium or in eighteen other euro area countries, provided you set up a direct debit on it. Traditional Belgian banks, by contrast, almost always reserve their cards for their own customers.

Yes. Income is only one input in the assessment, next to outgoings, existing credits and the credit register file. A high-earning household already committed to three loans can show a weaker repayment capacity than an average salary with no debt. A lender that considers repayment unlikely is legally obliged to refuse.

Legal adulthood opens the door without walking through it: the issuer still has to assess a repayment capacity, and a student job counts for little. Belgian banks usually steer the under-25s towards a debit card bundled with a youth account, or towards a prepaid card the holder tops up.
