
Paying by credit card in Belgium: where it works
Taxes, rent, traffic fines, supermarkets, trains, notaries: where a credit card is accepted in Belgium and where it is not, checked source by source.
No, your credit card does not work everywhere in Belgium, and the law changes nothing about that. Since 1 July 2022 a merchant must offer at least one electronic payment method — not necessarily Visa or Mastercard. A banking-app QR code is enough to comply.
The misunderstanding is so widespread it has become a reflex: people assume that a legal duty to accept electronic payment amounts to a duty to accept cards. The two sentences have nothing to do with each other.
What the law guarantees, and what it does not
Every business dealing with consumers, from the smallest to the largest, must make at least one electronic payment solution available. The definition of business is broad: it covers the liberal professions, associations, sports clubs, a library or a municipal swimming pool, as soon as they carry out an economic activity on a lasting basis. The FPS Economy (Federal Public Service Economy, the federal consumer-protection administration) sets out that scope on its page about the obligation to offer an electronic payment method, consulted on 23 August 2026.
The choice of solution belongs entirely to the merchant. Its spokesperson Etienne Mignolet put it bluntly in the review published by the FPS Economy on 26 June 2023: a merchant may display a bank account number at the till, or stick to payment through a banking app with a QR code. Terminal, contactless, payment link, transfer — anything qualifies.
What does not qualify is more interesting:
- meal vouchers, including in electronic card form;
- eco-vouchers and consumption vouchers;
- cryptocurrencies and other virtual currencies.
The text still protects you on two points. The merchant cannot charge you extra because you pay electronically, and cannot impose a minimum amount. It may, on the other hand, offer different methods depending on the sum due, provided this is displayed visibly.
The same press release quantifies enforcement: 1,881 reports received in the first year, 998 inspections and 316 breaches recorded in 2022, then 2,105 inspections for 103 breaches in 2023. The curve is falling, which suggests merchants got the message. It says nothing about credit card acceptance, and that is where I am stuck: no Belgian administration or federation publishes any figure on the share of shops taking Visa or Mastercard. I do not have that number and I would rather write it down than recycle a comparison-site estimate. Does the Belgian state accept credit cards?
Rarely, and never where you would expect it.
Taxes and tax debts
The FPS Finance does not accept credit cards. Its tax and debt payment page, checked on 23 August 2026, lists only two routes: a transfer carrying the structured communication shown on your assessment notice, and online payment through MyMinFin, where the data are pre-filled. A QR code on the notice leads to the same screen. The usual collection account is BE42 6792 0000 0054, and every FPS Finance account follows the BEXX 6792 XXXX XXXX format — a useful detail against the fake tax notices that circulate every autumn.
Traffic fines
Here the card works. The federal platform amendesroutieres.be accepts Maestro debit cards and Visa and Mastercard credit cards, in all four languages, with no counter visit. The Belgian integrated police points to that route. The file balance takes about five working days to drop back to zero.
Municipal and provincial taxes
Each municipality decides its own collection channels. The general rule remains the structured transfer; some municipal offices offer Bancontact at the counter, very few take credit cards. Check the payment notice rather than the municipal website, since the two do not always say the same thing.
Court and registry fees
The FPS Finance also collects justice debts, court registration duties and legal aid fees. Same channels, same limits: transfer or MyMinFin. The credit card has no way in.
Fixed household charges
Rent
In Brussels the question is settled by the Region. Since 1 November 2024 all rents on a main residence must be paid into a bank account whose number appears in the lease, by transfer or deposit, including for contracts signed before that date. Droits Quotidiens summarised the rule in a note dated 18 February 2025. Credit cards are therefore excluded, whatever the landlord's goodwill. In Wallonia and Flanders no equivalent text forbids it, but standing orders and monthly transfers remain the near-universal practice, and I have never seen a Belgian landlord with a card terminal.
Insurance premiums
Standing order or transfer, in the vast majority of contracts. A few insurers take a card for a first payment online, on a policy taken out remotely, but the recurring premium then moves to the current account.
Childcare and school fees
Monthly invoice, transfer. French-speaking schools almost all work on a quarterly statement, and spreading the cost is negotiated with the school rather than with your bank. If the plan was to smooth the expense, our guide to paying in instalments sets out what it actually costs.
Energy bills
Belgian suppliers work on direct-debited advance payments with an annual settlement. Some customer portals open a one-off card payment to clear a settlement balance, never for the advance itself.
Shops, fuel, transport
Supermarkets
The large chains take Visa and Mastercard. On the Colruyt payment methods page checked on 23 August 2026, credit cards are listed in black and white alongside Bancontact, V PAY, Apple Pay and electronic meal vouchers — but not eco-vouchers, which are refused. The friction has moved elsewhere: the problem is no longer the chains, it is independent shops and small outlets.
Petrol stations
The card works at automated pumps, with a catch that occasionally ruins the day. The terminal runs a pre-authorisation on an estimated amount before knowing the size of your fill, and that amount eats into your spending capacity until the hold is released. Public transport
SNCB, the Belgian national railway operator, is the star pupil here. Its payment methods sheet, valid from 15 October 2025 and reflected on the page listing payment methods by sales channel, takes Visa, Mastercard and American Express at ticket offices, at vending machines, on the website, in the app and on board. Two details are worth noting: on board, only contactless electronic payment is accepted, with no exception for cash; at vending machines, cash is capped at 35 euros and coins only. At STIB, TEC and De Lijn, the regional transport operators, online season tickets and top-ups go through card payment, while on-board or machine purchases are far less consistent.
Belgian online shops
This is where the credit card is least disputed. Almost every Belgian merchant offers Bancontact and at least one international network, often both of the big two. What the choice between the two networks changes for you is set out in our comparison of Visa and Mastercard.
Do doctors, notaries and plumbers take cards?
Doctors and hospitals
Healthcare providers have been covered by the obligation since 1 July 2022, as INAMI, the national health insurance institute, points out. In a practice, the chosen solution is nearly always Bancontact or a payment link. Hospitals invoice afterwards, by transfer with a structured communication. A hospital deposit paid by credit card remains rare.
Notaries
Funds go through the notary's escrow account, by transfer, and the notary checks where the money comes from. No card has a place in the signing of a deed.
Tradespeople and garages
A garage with a terminal generally takes both networks. The self-employed tradesperson, far less often: many complied using a banking-app QR code, which is legal and leaves no room for your card. Ask before the job, not after the quote.

What to do if your payment is refused
Politely point the obligation out to the merchant first, then file a report through ConsumerConnect if the refusal persists or if a surcharge is demanded. The Economic Inspectorate then decides whether to open an investigation. Cash refusals are reported the same way: the FPS Economy received 316 of them in 2022 and 179 in 2023, banknotes and coins remaining legal tender that a merchant can only turn down in exceptional cases.

If I sum these sixteen lines up in one sentence: in Belgium, a credit card on its own is not enough. It is excellent for fines, trains, petrol stations and online shopping, useless for the state and for fixed household charges.
