Belgian credit card abroad: where it works

Euro area, outside it, regional settings: the destinations where a Belgian credit card works or fails, documented from official sources.

By Sophie L.2 septembre 20269 min

A Belgian credit card is accepted at almost every merchant on the planet, on one condition: that the geographic region recorded on the card covers your destination. That setting takes thirty seconds to change in your bank's app, and it is the setting, not the country, that explains most holiday declines.

The rest is a matter of currency. Not of borders.

Contents:

  • The regional setting, and why it governs everything
  • The unlock to request before departure, bank by bank
  • The Belfius « Europe » list, and the Russian case
  • The destinations, line by line
  • What a payment and a withdrawal cost outside the euro area
  • The number to call when the card is declined

The network accepts almost everywhere, your card's setting does not

Wikifin, the financial education site run by the FSMA, sums up the acceptance of a Belgian credit card in one line: it is « fortement généralisée à l'étranger », widely accepted abroad, and many restaurants, hotels and car rental firms actively require this means of payment over any other.

The decline, when it comes, therefore rarely originates with the merchant. It comes from a parameter your issuer applies upstream of the network: the region in which your card is allowed to operate. A card set to Europe and presented in Osaka never gets as far as arguing with Mastercard, it is refused before. The authorisation mechanism is described in our guide to how a credit card works in Belgium.

Which unlock should you request before departure, bank by bank?

The step takes under a minute, and it carries a different name at every issuer.

At KBC, the exact path, consulted on 2 September 2026: KBC Mobile, My KBC, the card under « Moyens de paiement », « Paramètres et autres » at the top right, then « Payer à l'étranger ». There you find a « Région standard », which sets the card's permanent zone, and a « Dérogation temporaire », which opens another region for the length of a trip. The KBC page explicitly separates this path from the debit card one, which runs through a different screen. At Belfius the manoeuvre is called « Utilisation à l'étranger » and lives in Belfius Mobile under Paramètres, Cartes, Gérer les permissions, or in Belfius Direct Net under Cartes, Gestion des cartes. The bank caps the lift at three months, and sends you to a branch beyond that.

I find that three month cap badly calibrated. A university exchange semester, a long assignment, a round the world trip: these stays exceed the limit without being remotely exceptional, and they force either a counter visit or a second setting made from the other side of the world, at precisely the moment when the app is the only thing left within reach.

The points to check before closing the suitcase:

  • The card's expiry date. KBC automatically sends the renewal more than a month before expiry, which still leaves trips straddling that date exposed.
  • The recorded region, and how long the temporary derogation runs if you requested one.
  • The available limit, often too low for a car rental hold added to ordinary spending. Our guide to the credit card limit gives the room for manoeuvre by issuer.
  • A second card, ideally on the other network, stored somewhere other than the same wallet.
  • The blocking number saved in your phone contacts.

Wikifin makes this unlock one of its four pieces of advice for paying abroad, ranked alongside the choice of card itself. The price of each of these steps is worked out in our pillar on what a credit card costs in Belgium.

The Belfius « Europe » list contains Russia

Belfius publishes the list of countries it treats as falling within the European zone for its cards. I opened it on 2 September 2026. Russia sits there, between the United Kingdom and Saint Helena.

Visa and Mastercard, however, suspended their Russian operations on 10 March 2022. Mastercard announced that cards issued outside Russia would stop working at the country's merchants and ATMs, and Visa took the same decision at the same moment. A Belgian card set to Europe is therefore authorised for Russia by its issuer, and refused on the ground by its network.

The list calls for a clarification that is rarely made elsewhere. It covers the Maestro function on debit cards. Belfius is gradually moving those cards to Debit Mastercard and Visa Debit, as is the whole Belgian sector according to Wikifin, and the same geographic split frames the settings applied to credit cards. The document remains the clearest public reading of what your bank calls « Europe », without amounting to a contractual guarantee for a credit card.

In which countries does a Belgian card actually fail?

No Belgian source publishes acceptance rates by country, and I am not going to invent one. Your issuer's geographic classification, by contrast, exists and can be consulted, and it is what decides the decline at the terminal. The table below reproduces the one published by Belfius, consulted on 2 September 2026.

United States

The credit card serves as much as a financial identity document as a means of payment. KBC states plainly that some businesses accept nothing but a credit card, and that one becomes necessary to place a guarantee, for a car rental as for a hotel booking. The country sits outside the European zone, so the unlock is compulsory. The rules on holds are set out in our guide to renting a car with a credit card.

Japan

Outside the European zone as well, so an unlock is required. The yen also triggers the conversion charge on every payment, and that charge falls under currencies outside the European Economic Area, for which KBC publishes no percentage at all on its page devoted to payments abroad.

Morocco and Tunisia

Morocco and Tunisia are three hours' flight from Brussels, and absent from the Europe list. The unlock is therefore requested exactly as for a long haul flight, which catches out travellers leaving at short notice. Cards built for these trips are compared in our review of travel credit cards without fees.

Turkey

The exact opposite. Turkey appears in the European zone, no step is needed, and only the conversion charge on the Turkish lira applies. Daily use of the card on the ground is covered in our guide to paying abroad, and a block occurring mid-stay in our article on a card blocked abroad.

What does a payment outside the euro area cost on a Belgian card?

Wikifin, in its update of 17 February 2025, quantifies the gap between the two cards. Outside the euro area, a payment at a merchant costs 1.6 % in transaction fees plus 1.5 to 2 % in conversion charges on a debit card, against the conversion charge alone at 1.5 to 2 % on a credit card. On 2,000 euros of spending in Japan, the gap approaches 32 euros for the same trip.

For withdrawals, the advantage changes sides. KBC charges 1 % of the amount with a 5 euro minimum at an ATM, and 2 % with the same minimum at a bank counter or bureau de change. Its own grid illustrates the point without ambiguity: a 25 euro withdrawal costs 5 euros, a fifth of the sum, and a 500 euro withdrawal also costs 5 euros. The 5 euro minimum therefore sets the price, not the percentage.

These figures have a hole in them, and it falls in the worst possible place. KBC publishes a conversion charge of 1.6 % against the European Central Bank reference rate, but only for currencies of the European Economic Area. The dollar, the yen, the baht and the dirham, meaning the currencies people are actually looking this up for, are covered by no published percentage on that page. Transparency stops exactly where the journey starts.

One route remains that few cardholders know about: the KBC currency account, free with a current account, lets you convert up to 1,500 euros a month at the live rate inside the app, then pay and withdraw in that currency with the debit card, with no conversion charge. The full grids of Belgian issuers can be compared line by line on our comparison tool.

The number to call when the card is declined on the spot

078 170 170 from Belgium, +32 78 170 170 from abroad, twenty four hours a day. The number is a standard call with no surcharge, and it belongs to Worldline, whose Belgian head office sits on chaussée de Haecht in Brussels.

Two limits of Card Stop tend to surface too late. The service cannot under any circumstances unblock a card you have found again: only the issuing bank can, which turns a precautionary block into a dead card until you are home. And it does not handle disputes: for a Visa or Mastercard credit card, the form sits on the macarte.be portal, which the FPS Economy places at the end of the sequence, after notifying the bank.

I looked for the « À l'étranger » page on macarte.be on 2 September 2026, the one several Belgian guides still link to. It now redirects to the portal's home page, and the word « étranger » appears nowhere in the rebuilt menu. The portal through which Belgian card disputes are filed therefore no longer has a page devoted to travel, at a time when fraud away from home remains one of the most frequent reasons to call.

Note the case number given at the end of the call: it timestamps the notification, and that hour decides how the losses are split, as our pillar on credit card security explains.

Frequently asked questions

It works, but it costs more at the till. Wikifin puts a debit card payment outside the euro area at 1.6 % in transaction fees on top of a currency conversion charge of 1.5 to 2 %, while a credit card carries the conversion charge alone. The advantage flips for small cash withdrawals, where the credit card's minimum flat fee weighs heavily.

Three months at most when you set it yourself from Belfius Direct Net or Belfius Mobile. Beyond that, the bank sends you to a branch. A six month stay therefore means a counter visit before departure, or a second setting made from abroad.

No. Visa and Mastercard suspended their Russian operations on 10 March 2022, and cards issued outside Russia are no longer accepted at Russian merchants or ATMs. Russia nonetheless still appears in the list of European zone countries published by Belfius, consulted on 2 September 2026.

In local currency. Wikifin states that paying in the country's own currency is generally cheaper than paying in euros, because the conversion offered on the spot is performed by the merchant rather than by your issuer. The mechanism and its cost are set out in our glossary of card fees.

Check the remaining limit and the expiry date first, the two most ordinary causes. Then try a second card on another network, and call the number printed on the back of the card, never a number received by message. If the decline comes from a fraud suspicion, your issuer lifts the block once you have identified yourself.

Sophie L. worked eight years in a Belgian bank branch, first as a credit adviser and then in customer relations, before going independent in 2021 and settling in Louvain-la-Neuve. Her work starts with the issuers' official fee schedules, from the high-street banks (ING, BNP Paribas Fortis, KBC, Belfius) to the neobanks (Revolut, N26, Wise), reduced to five comparable lines: annual fee, currency conversion charge, borrowing rate, spending limits and bundled insurance. Every price on this site carries the date it was checked: the annual-fee grid was gone through line by line on 12 August 2026, after Belfius moved its Beats Star package to 5.90 € a month in February. If an issuer does not publish a figure, she writes that down instead of estimating it. For readers who moved to Belgium, she spells out what a Belgian issuer expects from an applicant with no local credit history.
